SUBJECT: G56222 - Dog Licensing

The following is information on dog licensing fees and the impact of various fee structures in other jurisdictions.

state law allows for a maximum fee of ten dollars and requires a minimum fee of one dollar for licensing of dogs or cats. State law allows for there to be a differential licensing fee for male and female dogs or cats and for neutered and unneutered dogs or cats. Arlington charges the maximum fee for both neutered and unneutered dogs.

Staff surveyed surrounding jurisdictions. Jurisdictions where licensing fees differed for neutered versus unneutered dogs or cats were asked to elaborate on their experience with the differences and if there were any evidence that charging the difference discourages licensing. None of these jurisdictions reported that differential licensing for neutered animals versus unneutered animals discourages licensing. The following fees are charged by other jurisdictions (all are listed as annual charges). Comments regarding differential licensing fees are included.

Fairfax County $5 for spayed or neutered dogs
$10 for unneutered

The animal shelter director thinks that many people take advantage of neutering their dogs for a reduced license fee; he thinks that raising the licensing fee for unneutered dogs would increase the number of dogs that are neutered.

Alexandria licenses both dogs and cats
$2 for spayed or neutered dogs and cats
$10 for unneutered animals

The director of the animal shelter thinks that the differential should be greater to encourage neutering. She suggested that a fee of $5 for neutered animals and $25 for unneutered animals would make the argument for neutering more effective.

Prince William County $5 for all dogs
$15 for unneutered pets
$4 for altered pets of persons on public assistance

The Animal Warden thinks that increasing the differential by charging $5 for neutered and $25 for unneutered dogs would encourage neutering. There are no statistical data available to corroborate the effectiveness of the differential licensing.

Falls Church $5 for spayed or neutered dogs
$10 for unneutered dogs

The Chief Animal Warden thinks that the differential encourages people to have their dogs neutered.

Richmond licenses both dogs and cats
$10 for all pets
District of Columbia $10 for spayed or neutered dogs
$35 for unneutered dogs

The director thinks that the differential encourages individuals to have their dogs neutered; however, there axe no statistics to support the premise.

Prince Georges County licenses dogs, cats and ferrets
$5 for spayed or neutered animals
$25 for unneutered animals

The assistant director thinks that the licensing differential for neutered versus unneutered animal's increases the number of animals that are neutered. There are no data available to support this premise.
